However, if you are lucky enough then yes, Google voice, Skype and a few other online applications can help you dial 911 and call someone to rescue you from the emergency situation.
Again at the end of the day, you should always have a GSM phone with you or a landline phone system wherever you are as this can save you from a life threatening condition. The best option is to have a VoIP phone at your home so that you don’t have any issue when it comes to the connectivity of your call to 911.
